If you're good enough (ie better than other England cricketers), you've lived in England long enough (a weekend is generally considered the period necessary to both accustom to being English and learn how to give your wicket away in the easiest way possible) and not good enough to play for your own country, then you can play for England.
And you'll note that no other countries do this in such a manner. This is because they have better cricketers and England get their leftovers.
